In conjunction with the Association of Federal Communications Consulting Engineers (AFCCE), Matt Butcher of Sublight Engineering will present the FCC regulations, the background science and standards, how to manage sites where RF exposure levels may or do exceed limits, and how to be aware of and manage your exposure. This presentation may be used to qualify as training for RF awareness, required for workers who may be exposed to RF as part of their employment.

Please note that this will be an in person event only. Attendees who stay to the end may receive a certificate of attendance. Reviewing any video of of the presentation may not be deemed sufficient to qualify as training for RF awareness.

Matthew J Butcher, principal of Sublight Engineering, has over 30 years of experience as an electrical engineer with practice areas of radio frequency (RF), electrical, and computer engineering. His RF work includes human exposure assessment; wireless network design; and interference assessment and mitigation.

Measuring, modeling, providing guidance on, and developing standards related to human exposure to RF is a primary focus of Sublight Engineering. Since 2000 Mr. Butcher has been working with industry, government, workers, and the public on this topic.

As a Senior Member of the IEEE and the International Committee on Electromagnetic Safety (ICES) Mr. Butcher helps develop the C95 standards for the safe use of electromagnetic energy. He is the co-chair of (SC1) Techniques, Procedures, & Instrumentation, responsible for C95.3 - IEEE Recommended Practice for Measurements and Computations of Electric, Magnetic, and Electromagnetic Fields with Respect to Human Exposure to Such Fields, 0 Hz to 300 GHz.

He also is on the United States National Committee of the International Electrotechnical Commission (USNC/IEC) for TC106: Methods for the assessment of electric, magnetic and electromagnetic fields associated with human exposure.

Mr. Butcher earned a Bachelor of Science in Electrical Engineering from the University of Maryland and holds Professional Engineer licenses in multiple states. He is the Vice President of the Association of Federal Communications Consulting Engineers (AFCCE) and is an advisor to the Chair of the Board of Directors and Senior Vice President of the National Council on Radiation Protection and Measurements. Mr. Butcher has been qualified as an expert witness in federal court.

Mr. Butcher is a canoeist, amateur radio operator, and traveler.

The Association of Federal Communications Consulting Engineers (AFCCE) was founded in 1948 as a professional association of communications engineers practicing before the Federal Communications Commission. Engineering for broadcast stations in the AM, FM and TV services, for microwave, cellular radio, PCS, paging systems, cable systems and for satellite facilities are some of the areas in which AFCCE members offer their professional services. Membership is offered to technical personnel and to other professionals sharing an interest in communications engineering.
